The Franklin Common Council voted unanimously last night to endorse two of three wings of a proposed $20 million Franklin Cultural Arts Center in the yet-to-be built Fountains of Franklin development near South 51st Street and Rawson Avenue.
The panel backed a concept plan that includes a performance auditorium that seats up to 1,350, plus an attached banquet hall that seats as many as 450.
The council did not yet back a third wing of the center, which could be used as a community or education development center, until more information about that phase can be obtained and discussed.
The project, with a planned groundbreaking date in 2008, will be built entirely using grants and private donations. However, the city will be asked to help provide impact fees and arrange industrial development revenue bonding for the project.
Dan Dorsan, president of the arts center executive board, said at least $1.25 million in as yet unannounced pledges have already been lined up for the proposal. He said a fund-raising campaign will kick off next month.
Dorsan asked the council to make a decision on whether or not to endorse the community/education center in the next two to three months.
