A proposal by Sen. Russ Decker (D-Schofield) would have ended a technique that Wal-Mart uses to lower its taxes.
The department has claimed that Wal-Mart owes more than $17.7 million in back taxes and penalties because it has been illegally deducting as an expense rent it pays to itself.
Wal-Mart has claimed that because of the way state and federal tax laws intersect, the technique is perfectly legal, and the matter is before the state Tax Appeals Commission.
Under Decker's proposal, which the Democratic Senate added to Doyle's budget, the technique would have been outlawed.
That would not have affected the commission case but would have stopped Wal-Mart and other businesses from using the technique in the future.
